Because Putin has been in power as the de facto head of Russia since 2000. He and his butt buddy just play musical chairs with the positions of prime minister and president to get around the presidential 3 term limit. Also of note is that the terms themselves have been increased from 4 to 6 years during his flunkie’s reign as El Presidente.
He’s been stacking the deck for himself, but as the former head of the KGB, that’s par for the course. I mean, at least in the US, we at least try to make it look like we have a democracy with two parties.
